I was under the impression that an "improvement" is something that increases the quality-of-life in the building. Not something which is just supposed to maintain the status quo. : The reason I am up in arms about this increase is because even with this "new" boiler (the cost of which was inflated by several tens of thousands of dollars, I think), I am still without hot water on average of once a week. As well, the stairways in my building are appalling. There've been giant puddles and a smashed window in the stairwell ever since Hurricane Floyd hit last week.
