I am the undertenant in a legal sublease aggreement. The apartment is in NYC and the building is rent stabilized. The overtenant changed recently changed the mailbox lock
So I can't get mail where I live.

Does that constitute an illegal lock-out. Who can I go to and get help with this matter.
