I'm behind on my rent and received a letter from a process service dated 9/28/99 demandding 1699.30... This is not a notice from a Marshall, etc.

I can get monety yo my landlord on Monday... I'm in a rentstabilized apartment. I'm not sure shat's happening here. Any help is greatly appreciated.
