payback for lost services

I've been without a particular required service for a long time -- five years, to be exact. The NY state DHCR
is going to rule soon on my application for a rent reduction, and now the landlord is making noises about
restoring that required service.
(This is a rent-stabilized apartment in New York City, incidentally.)
I understand that if he doesnt restore the service, I get a rent reduction, retroactive five years, until he restores the service.
Question is, if he restores the service today, am I entitled to any kind of compensation for the five years I didnt have
the required service? Seems to me I should be compensated for that, but I was wondering if the law says so too.
