Talk about torture... we have been suffering from a consistent bass practice beginning usually at 12 noon to late nights. It feels like you are inside a heart. Agitated with foots steps and boisterous laughter. Not mentioning rap music rehearsals. We have spoken to both landlord and neighbor and have arrived an agreement that he should be playing his "music" only from 6:30 PM - 8:30 PM thurs. - sat. Unfortunately, he has not honored his words. We belive he is running a music studio in his apartment. Our landlord has told us to start calling the police and wouldn't want to be a part of the whole situation. Is it possible to put our money in escrow until the landlord has settled this issue. We have a right to a habitable place.
