I heard there is a landlord renting in Astoria, NY who is asking his tenants to pay thousands of dollars to him to finance his repairs on his buildings. One of my relatives lives in one of his buildings and she has been paying him. How can this be legal? Are there any ways she can find out what to do? Thanks. Alice
