Sprinkler Inspections

I live in an Interim Multiple Dwelling which, based upon fire-code
regulations, is required to have sprinklers throughout the building (both
in the apartments and in common and commercial areas). Recently there was
a problem with the system (inadequate pressure; repairs were required).
I have made numerous inquiries to the Bldg. Mgr. / Owner but to no avail.
Is the owner required to keep records of inspections & conditions of
the sprinkler system in an IMD? I note that the NYC Housing Maintenance
Code (Sec.D26-21.07) requires inpections for "converted dwellings" and
for "single room occupancy". But I don't know if this Regulation
(or any other) pertains to my building. Given the recent rash of deaths
from un-maintained / inoperable sprinkler systems, my neighbors and I are
fearful that we do not have adequate and necessary protections in place.
Also: what about "certification" for superintendents? How can a tenant
find out if a person is qualified and properly trained to do the job?
(Please don't suggest asking the owner for the info: we get shut down at
every turn when trying to find out what is up.) Thanks for any real
assistance that can be shared.
