Buried in snow

My landlord owns two houses next to each other, and there is a parking lot in back for the tenants. None of the tenants have leases. The landlord REFUSES to do anything about the many inches/feet of snow that has fallen in the past month. Isn't he required to take care of his property? I have already paid for a snow plow to come once (out of my own pocket). Now I'm tempted to take that amount off my rent. What should I do??? Help please...
