The way I read it to was that if a window goes on a fire esacpe, the landlord
is required to put in a fire appoved security guard window gate. in a window. I read it my self
somewhere perhaps on the complaint varifications I received from HPD,
I made to HPD about violtions in my building. Call
HPD, they might force him to put in a fire approved gate. Also, call, the
fire Department. It worked for me, and, I did further research and discovered I was living
in a rent stablized apt. and got my rent cut in half.
