A loud dog could scare him off, but I'm not sure about liability if the
dog attacks. Might be good with signs in front as to a guard dog.

Tenants CAN change the locks. In some areas LL's can request the new
keys, but tenants can put restrictions as to how and when entering is
OK, amount of notice, time of day, purpose, etc. LL's can be taken
for illegal entry if it's not a permissiblt purpose.
