You certainly do have rights. As I understand it, the rights specifically pertain to restriction of noise before and after certain hours and above and beyond that, what is "reasonable" and "unreasonable". I think, but am not sure, that the landlord can enforce a tenant to carpet their apartment up to 80%, but you should check on this. If you can't find it through tenant net, you might want to call the Metropolitan Council On Housing and ask their advice. If you have spoken to your neighbor, the next step would be the super and/or landlord. But yes, you do have rights.

: I have a big problem and it's killing me.In the apartment above me lives a lady that recently brought 2 othere members of her family.Among them is a 7 year old autistic kid that wakes up at 7 a.m. every morning and goes to sleep at 12 midnight everyday.The problem is that the kid jumps up and down his aprtment,throws hard toys on the wooden floors and doesn't stop screaming all day.The thing is that all that noise is going straight thru the floor and walls and into my apartment.This has been going on since may 1998.We have been trying to be as understanding as possible under these circumstances but I've had it up to here.Mind you the extra family are not included in the lease.Now My question is do I have any rights as a tenant and also is there something that the landlord must do by law to solve this problem?
