the noise, as you described, is not reasonable under the law. no carpet
will eliminate the noise as described. you would still face the concussion
impact noises. it is sad that the child is ill but that does not mean that you have to suffer. I am curious as to why you waited so long to try and do something about it. by waiting, you show that the noise is not as bad as it seems. when anybody faces a situation like this, it is strongly advisable that you tak immediate action with certified letters etc . seek the advise of an atty on this matter for a legal solution in the courts if necessary.
