Owner Discrimination

I have recently moved to California and am staying with my mother-in-law who is the manager of an apartment complex. The owner stopped by and when he noticed that we were interested in renting an apartment, he told my mother-in-law that "family" of the manager is not allowed to move in. She has not signed any sort of employment agreement and there is nothing in the lease agreement about this. Is there a case of discrimination here ?
