2. be more specific: "first rent stab": what was previous status? rent controlled? there are diff rules/laws for diff previous status...
3. use search on this page for "Fair Market Rent", "vacancy", "initial rent registration" etc: hint: read about the basics first, you'll pick up the terminology...
