Did it occur to anyone?

1. It's a chance for a politician to take credit for something.

2. They know it won't be passed given Albany's gridlock; it's called a
modified poison pill.

3. The entire charade was created by NYSTNC, the supposed tenant group
really controlled by the Democratic Party to keep Dems arms length from any accountability.
These are the same people that allowed the horrendous RRRA'97 to come into effect and had the
audacity to call it a victory.

The issue of drywall decontrol has been around for a while. For many years
DHCR policy has been to create a "first rent" for a new unit, when the
outer dimensions of the unit have changed. If the first rent results in a
rent over $2,000, the unit can be decontrolled. This is a scam, but it is also
nothing new. Where was Conner and NYSTNC (AKA Tenants & Neighbors) when this was
going on many years ago? Maybe they didn't need a news conference at that point.

Usually however, depending on a number of factors,
apartment outside walls aren't just drywall; they must comply with fire wall
requirements (depends on the building and locality).
