A landlord has taken several residential rent stabilized apartments in a 10 apartment building and, without permission from DHCR, has been using those apartments to run a bed and breakfast business. Anybody know about the laws concerning B & B's in NYC? Are licenses required? If so, who issues such licenses? I'm seeking help to establish that what the landlord has done is illegal. Any ideas? Thanks!!
