Mostly, the fines & penalties do not go to the tenant who is harassed, but to gov and quasi-gov funds.

On NYSBA a search for 'harassment' brings up a long list: click on the Shields article for a legal discussion of Penal Law.

On Tenant.net: a brief basic description of various laws against harassment & who enforces them can be found at the link below. Thank a staff member who had a printed version of it: it is under Tenant.net > Organize > How to Organize. ps: the 97 amendment RRR97 increased the fines for harassment in rent regulated apts. .(dear tenant.net: search did not find this for us: it brought up mostly DHCR xxx.RO's: can you re-position it to search through your basic info first, DHCR decisions last?)
