LL sez apt "not governed by ANY regs." True?

I'm about to sign a lease extension on my aptmt, but two things are bugging me:

1. Rent's going up about 6%--not too bad for a supposedly destablized unit, but the rent went up about 10% last year and I'm starting to what the limit is here. Our 8-unit prewar building is listed on this TenantNet's "Rent Regulated Registration Search" page, which says there are "rent stablized" apartments in our building (but doesn't specify which ones). This is from 1994 data, which might be outdated: if I call the DHCR, will they be able to tell me for sure?

2. The top of the lease states that "Tenant acknowledges that subject apartment is not governed by ANY city, state, or federal rent regulations." I know rent control's been screwed in recent years, but I find this claim, which I'm being told to put my name to, incredible. Is it even legal for a landlord to say this?

Any advice would be a huge help.
