condition of house when move in

In what condition is a rented house supposed to be when tenants are ready to move in? Are the walls supposed to be freshly painted? The carpets professionally cleaned? The kitchen (refrigerator, drawers, cabinets, floors, etc) cleaned? The windows washed? I have searched and could not find this specific information. Anyone? Thanks!!! :)

It can be in any condition, but you should take notes and photos so when it comes time to leave, the LL won't claim it was you that damaged the place. In addition (not matter what the current condition), the LL is required to keep it habitable - make repairs where necessary. There are no requirements for painting or new carpet.
