Why bother with laws..

If the landlord will get away with breaking every law possible?

The landlord has been breaking multiple laws for years now and they will be getting away with it because it is hard to prove that they are breaking the law. Why bother having laws? Why should anyone be a law abiding citizen when the court sends the message that breaking the law will get you rewarded while not breaking the law will get you punished? It's beyond shocking and mind boggling that this is going on and I have no idea why I bother following any law.
This question is because I am about to be evicted for doing nothing wrong except for dealing with con artists landlords who have been breaking the laws for years (and I didn't know anything about it before I was served with a petition).

(Although if we're truly talking about a slum lord type, there would have been red flags, I think).
