A camera or listening device in your apartment (placed by the LL or other party, not you) is illegal. Outside of your apartment it can be legal, but only if not focused to see the inside of your unit when the door is open. If a camera is placed at one end of a public hallway, and focused to take in the entire hallway, and just catches a small glimpse of your apartment when the door is open, that probably is legal - each situation depends on specific facts.

It sounds like you have suspicions, but not a lot of facts. You need to document the existence of the cameras. If or when you do find them, call the police ASAP. As for sounds going off, we don't know what that could be. Hidden cameras usually don't make noise.

Be careful you aren't imagining this. It happens to many people who end up thinking any small noise is proof that they are being watched. The fear can grow on itself into paranoia.

Yes, landlords do place cameras in hallways and in apartments. Google "Ruth Berk cameras" for a well-known recent example.

But for every time it does happen, there are many times it's imagined.

We don't like suggesting that someone is paranoid, but it was not meant as an insult. I have seen many otherwise rational people come to some sort of conclusion about sounds they hear -- or don't hear. The best way to dispel that notion is to record it, or better to get a witness.

When you say the sound "goes off," does that mean it starts or stops? Also, why won't you discuss what the sound you hear is? Have you had others come into the apartment? Do they hear the sound as well?

What makes you so certain there's a camera in the apartment that you can't find? Between the scenario where there's some super-secret camera hidden in the apartment which you can't find, and the scenario where the reason that you can't find a camera is that there isn't one, Occam's Razor would certainly support the latter.
