Electric Heat

My building has a "central air" type heating system, with thermostats in each apartment. It seems to me that the price of my electricity includes the working of this heating system. Is my landlord required to pay for a part of my electric bill? The lease states that landlord will pay for "heat as required by law."

I have always maintained that the electrical portion of your heating system (that is required to maintain the legal heating temperature in your apartment) is required to be paid by the landlord - by NYC law.
