management denied there was problem, super said otherwis

My bed bounces up and down when the tenants behind me walk normally. Conversations in other apts are not muffled but loud and clear. Belongings shake and rattle and I have lost so much sleep because my neighbors are night people-but even though they are considerate- the apt is so poorly constrcted.
Management told me there were no complaints, possibly to placate me, however the district manager informed me that several units had to be fixed and sometimes reconstructed because of the poor nature of the floors- this after several tenant complaints. Management is not returning my phone calls after I told them I was aware of the past complaints and the work done to their buildings-Losing so much sleep, health is declining, apt is so loud and shaky- I just want to leave- what are my rights?
