I rent privately in Queens. My LL wants a 12% rent increase. Is this legal? Can private LL do whatever they want?

yes, if not rent stabilized. you should attempt to ascertain that.

How do I find out if a building/house is rent stabilized?

A building is rent stabilized if it was built before 1974 and has more than 6 units (apartments), generally. It can also be rent stabilized if the LL has entered into a J-51 or 421-A tax agreement (this is highly unlikely, it means that the ll gets tax breaks for keeping his property at a regulated rent level). If you can't figure it out call the Division of Housing and Community Renewal and ask them for a rent history for yyour building, if they say they don't have it on file then it's most likely not Rent Stabilized (they oversee all rent stabilized buildings). Or just check here to see if the building is regulated. Are you Rent Stabilized?
