Do people in trailer parks have the same tenant rights ?

Hello I live in a trailer park in Ny now I believe there is a 11 o clock noise ordinance. But I need to know where I can find the rights of a tenant and if those rights apply to someone in a trailer park not just apartments.
My neighbors play their music until 4 am in the morning causing me to get almost no sleep an they dont work they live on HUD so its all day as well. They also have now set up horseshoes in the back of the yards an play it late at night when were trying to sleep. If someone could tell me a website where I can find my rights as a tenant and also the responsibility of the landlord in this situation I would appreciate it.
