Children practically living in hallway!

I live in a building where most of my neighbors are civilized and respectful of other peoples' space. The exception are the tenants down the hallway whose children repeatedly scream at the top of their lungs and spend hours at a time in the hallway. The doors don't filter out any noise so it's like I'm involuntarily living with someone else's kids. The building rules clearly state that children are not allowed to make noise in the hallway and the building management told me they sent the tenants a letter in response to my complaint. I myself have told the kids to stop making noise only to be ignored. It seems like a lot of the time they are unsupervised and just run rampant. Since this has gone on over a period of months and they ignore both me and the building management where do I go to get them to take responsibility and keep their kids in their own apartment?

Call the police each and every time and also inform the LL/Mgmt Office
