Insulation Question

so we live in Buffalo....cold right?

our heat got turned off today and after a call to the heat company (national fuel) and finding out our heat bill was ridiculously high and after going into the attic....the windows are broken and there is NO insulation what so ever....

i'm not sure when the house was built, but my question is are there codes for insulation?

we can't pay this heat bill, and need help (the HEAP paperwork is in, but that takes a few days)
