Question about tenants associations

If there is already a tenants' association in your building or development, but they are useless (does not listen to tenants, sides with management etc) can you form a second one? Can you call yourselves a tenant association (with a slightly different name)? Are there any things to look out for?
We have a group of tenants that has been organizing for a year and a half but management throws in our face that we are not an "official" tenant association in order to harass us and keep us from organizing.
