Is there any movement afoot toward granting tenants the right to have a small dish antenna on their building rooftop?

Current laws, I have read, allow the landlord to refuse to let tenants put a dish antenna in any common area, including the rooftop, or the outside of a building.

It seems tenants should have the right to access something besides Time-Warner Cable.

Is anyone working on trying to change the law?
