RENOVATIONS bring no water -- hotel?

Our landlord is doing renovations in several apts. (without a permit). When he does this, he generally gives us no notice about the water being turned off. Now he's giving us notice -- we will have THREE DAYS IN A ROW of no heat and no hot or cold water for 8 hours per day.

How can we fight this? Is there some rule about staying in a hotel for these three days? How would we go about that?

Our heat and hot water goes off ALL the time -- regardless of renovations, it's just worse when they're working on the building. We make complaints, we withhold rent, the landlord refuses to cash our checks and we end up in court again. It's a neverending cycle. Is there any way to get this to stop?
