Odd sort of Question

Yes, odd... but I keep getting a little "ding ding ding" about the question below

How would one go about finding out if the apartment they are living in was declared vacant after Sept. 11, even though it has been continually occupied by the lease holder since 2000? That is which Department would I contact regarding this.
