Individual Heat Metering?

I just landed what looks like a great apartment, and I'll be meeting with the landlord for the first time on Monday to sign the lease.

However, the realtor I'm dealing with couldn't go into detail about the utilities, other than the fact that heat wasn't included in the rent.

My question is, can heat be metered individually, per apartment? Right now I'm in a "shared" (illegal) situation where all utilities are divvied up equally, so I don't want to get myself into this sort of situation again.

Also, what average costs would I be looking at for a single radiator?
