In my building we have recurring problems with the plumbing. Leaks in the store downstairs prompts the landlord to shut off all the water about three times each year. The water is usually off for a few days, during which time I can't shower, wash dishes, flush the toilet, etc. The landlord manages to "fix" the problem, only for it to return again later. He refuses to hire a plumber and do what is necessary to keep this problem from happening again. Do I have any recourse? Can I deduct a percentage of my rent for those days I spend without water?
There's probably a lot of things you can do, but the problem--if it matters--is that if you are not rent-stabilized you can be kicked out at the end of your lease.
