My lease requires that 80 percent of my floor be covered with carpeting or rugs. Is this a law in New York City, or is it a landlord-specific requirement. I'm trying to get out of my lease because of noise from the upstairs neighbors, who do not have ANY rugs/carpets and are therefore VERY loud in our old wood frame building. I'm trying to figure out if they're breaking the landlord's regulation or an actual law. Thanks.

We've not seen that embodied in law, although it is in almost all standard real estate leases. It's really up to the LL to enforce it either way.

Are you in a co-op building? If a floor-covering rule is written into the by-laws of a co-op, you could remind your upstairs neighbor that he will be fined for not following the rules. Or you could just go directly to the co-op board.
