Hot Water On Again Off Again, Any Solution?

I live in a huge apartment in Washington Heights. Aside from the space, the building is a mess. Our hot water goes out about 3 times a month, almost always on/through a weekend. It's usually fixed within 2 days, assuming one of those is a weekday. But often times it will be overnight, as in cold morning showers. Do I have any recourse? I realize that things happen but the super has told me that the boiler is old and the LL doesn't want to spend money on a new one. Which is the similar statement on everything wrong with the building. I'd love to form a tenant group but only a few people seem interested, most tenants are older and fear that if they cause problems, they'd be screwed, not knowing their rights.
