Affidavit Trespassing Program

I have noticed in many buildings in the East Village signs posted stating Affidavit Tresspasing Program. The sign states that the building doesn't allow trespassing and it is only for the use of tenants and their guests. The LL of course agrees to partcipate in this program in conjunction with the local Police Precinct and District Attorney's office. The LL provides the precinct a listing of everyone that lives in the building etc. What is this program really about? Can the police randomly come into your apartment? It sounds like another way for LL's to harass tenants with the excuse of community involvement. Does anyone have any information on how this program effects tenants? Thanks.

It's probably related to problems associated with vagrants hanging out in/around the buildings. We have a chronic problem at our building with homeless using our stoop as a place to congregate, drink, throw up, pass out, etc.(in fact one is urinating on a parked car as I write this).

If this is the reason for these notices, does anybody know how to get the police to post one on your building?
