Flower Boxes?

Anybody know the legality of flower boxes attached to outdoor window sills? I know fire codes prevent them from being attached to fire escapes, but what about non-escape windows? Does it matter if they're secured or non-secured? Does it matter if the box is over a sidewalk or not? Can anyone cite an actual source for the information?

I'd guess if there's nothing in the lease prohibiting flower boxes, if they're secured so they won'all and hit someone, and don't they leak on passersby, they shouldn't be an issue.
