How much rent do I withhold for heat outage?

My apartment didn't have heat for 3 weeks this past winter. How much rent should we withhold from our landlord to cover this?

Is it the pro-rated value of the 21 days, or a percentage of that value?

Any experience or advice would be greatly appreciated. Thanks in advance!

The short answer? None-you don't withold rent.
If however, you have done the following, you could file for a rent reduction due to decreased service with DHCR:
1)You must have notified the LL in writing of
the lack of heat
2) You must have kept a log of the dates and
times you were without heat and if possible
the temperature inside your apartmetn on the
days and evenings you were without heat.
You should have called the central complaint line for heat and hot water related emergencies.
