refunds for apartment referral services

New York tenant law seems to state that if one does not use an apartment referral agency's information to get an apartment, then the entire fee minus $15 must be reimbursed. However, the refund policy for rent-direct.com, for example, does not state this. Indeed, it looks like they're trying to use a loophole...

Am I not understanding the law correctly, or are these guys just trying to rip us off?
