Right to fix common laundry room machines?

I live on a floor in my building (rental) that has 29 apartments. We have 2 washers for the floor. For 4 months, one has been broken. I've asked the management probably 10 times to fix it, and they've said "We'll send maintenance up" and the machine never gets fixed.

I'm now putting this in writing. My questions are:
1) Is there a better way to handle this?
2) Can I give a copy of the letter to other tenants on my floor? (In our lease it says: "No tenant may solicit other tenants of the building. No leaflets are to be distributed without the prior written consent of owner".) Don't I have a right as a tenant to assemble?
