What to Do with Licensee's Stuff?? Can it be thrown out

As some of you know, a friend of mine was going through Housing Crt. to evict a licensee that had long over stayed their welcome. Glad to say, all worked well, and she was granted a warrant of eviction that was stayed until today, allowing the licensee time to pick up thier belongings.
Well, the licensee came today (police escorted, as per crt order) and left about 75% of the belongings, saying they did not want it, throw it out, they don't care etc... (police witnessed). Naturally, my friend would like to get rid of the stuff and plans on dropping it off to Salvation Army tomorrow. She would just like to know if this is ok/legal? Can the Licensee later turn around and claim wrongdoing (licensee is pathological liar)? The police told my friend she has every right to discard the stuff, as she did let the Licensee in for access & removal. Does she still have to get the eviction warrant to have the right to discard the belongings? What to do?
