Should I withold rent?

Hi,
I'm brand new to this forum, and am seeking some advice from anyone who has been in a situation similar to mine. The apartment above mine has some sort of leak which is coming down into my bathroom, slowly but surely destroying the ceiling and one of the walls. I've informed the super, who has come to my apt. and looked at the situation, and agreed that something should be done---and then did nothing. When I asked him what was going on, he said he told the landlord, and now the ball is in the landlord's court, and he appears to not want to do anything about it. When ever I have called the landlord to speak to him personally, he's not around, and never returns my calls. I sent him a letter describing the situation, and what I've done so far, but he's not answered that either. This has been going on for 2 months. Should I now threaten to withold my rent?
I would appreciate any advice.
