Right to Renew Lease

I have a lease in a non regulated unit that states "Tenant has right to renew lease at no increase". It doesn't say this right to renew is contingent on anything. Landlord was notified by certified letter of my intention to renew. Landord now does not want to renew and is trying to use the fact that I was once 20 days late. Rent is current. Can he withhold the renewal?
