WHEN REPAIRS ARE MADE IN YOUR APT IS THE MAINTENANCE STAFF RESPONSIBLE FOR REPORTING ANY VIOLATIONS OF THE LEASE(DRYER) TO MANAGEMENT. ARE THEY CONSIDERED THE EYES AND EARS OF MANAGEMENT.

No...residents should provide written repair requests directly to management. Onsite staff is usually for general maintenance and specific vendors for HVAC, appliances, etc are often called for more specific repairs.

In most cases, they are considered "agents" of the management company and as such can report violations of your lease to the management company. Of course, they don't always do this or even know that they are violations of your lease, but they can report them to management.

are they obligated to report any violations to management that they see or find in your apt

It all depends on their employment contract and on their personality. Perhaps they will report, perhaps they won't. They may not care what you do or they might. It's all too hard to know, chances are they are required to report violations, but in reality they might not since they just don't care.
