Security Deposit Issues-Non lease tenant

HI,
I rented an apt in a private house for about a year..since i've been there there's always has been issues..anything from two floods, gas leak, and coming and going into my apartment without first calling me, etc. I sicne moved out and he is not trying to give me my full amount deposit. No damanges to the house and he always got his rent. I have no lease with this renter cause he didnt want to do one..what can i doto get my security back...please help
