Broker's fee for management company???

I got an apartment through a management office. After dealing with a very strict landlord who required credit check, proof of income, copies of rent checks, tax returns, etc, I finally signed the lease today. In the beginning, the person from the office who showed us the apartment said that we had to pay a $100 application fee, which basically covered the cost of the credit check. Yesterday though, when the person called me to set an appointment for the lease-signing, they said I needed to pay the firts month rent, 1 month security, plus real estate fee equal to the amount of one month's rent. I thought that was fishy but went ahead because I wanted the apartment. Could a manegment office charge a real estate fee or could that just be cover for a second security deposit since it's illegal for the LL to ask for more than 1 month deposit?
