The heating pipes in my apartment are EXTREMELY loud. The banging makes it impossible to sleep, and can be heard from the hallway outside. I've complained to the landlord several times, and he refuses to do anything about it. I've notified both the EPA and HPD. The EPA says that since the noise is coming from inside my apartment, it's not their problem. HPD has been completely and totally useless in every way. (I've complained to HPD three times - one complaint was entered under the wrong address, and the other two were closed with no explanation.) Is there any way I can FORCE the landlord to fix the problem? I haven't slept since November, and I'm losing my mind. (Also, the landlord is on record with HPD as having failed to provide heat and hot water. Is there any way I can find out whether he was ever fined for this?) Thanks.

Try the Department of Environmental Protection
(DEP). They are supposed to take measurements
of sound. However, they only do DECIBLE, not
OCTAVE. They usually make an appointment with
you before they come.

Noise problems such as yours can get you a rent reduction under the DHCR "Warranty of Habituality".
