Any way to get rid of inept superindendent?

We have a new superintendent who is completely inept.

For all the small problems he calls the outside contractors (electricians, plumbers, etc...)

All of these things as well as more complex ones were previously fixed by the previous super.

It is so extremely obvious that he doesn't know and has never done this job before.

Every single thing he did for me so far - it either did not fix the situation or actually made it worse and I had to wait for the professionals to come.

Is he supposed to be licensed to get this job? If so, how does one find out if he is?

And more importantly how do we get rid of him? (Complaining to management does not work)
Out of 10+ people that interviewed for this job NO ONE wanted to work here.
Management was VERY HAPPY that finally someone was out there to accept such a low paying position (this is what he himself tells people) How they do not realize that he is costing them MUCH MUCH more in all these service calls that the previous super used to handle I do not know.

How do we get rid of this guy?

Somehow get a hold of the actual owner (not managing agent) and inform him?
