File a motion after discontinuance?

Hi,

I'm looking for help trying to remove myself from Tenant Screening Reports.

A previous landlord and I agreed to a stipulation where after payment, they would have 45 days to issue me a notice of satisfaction and discontinuance. I asked for both ( not sure why at the time).

After 45 days, they hadn't filed anything. I did some research and I learned I should of asked for removal from tenant screening reports, so I sent them a signed stipulation of discontinuance with that language in it, hoping they would sign.

They took about 60 days to finally issue me a discontinuance after many calls and letters.

This was actually a civil matter about past rent after I moved out. I read that if a landlord does not issue the notice of discontinuance within the allotted time in housing court, the tenant can claim $100. Is it possible for me to do this after the discontinuance is filed for a civil matter pertaining to past rent? I was hoping I could use it as leverage for them to give me an additional letter with TSR language in it.
