Years ago tenants in my Mom's building sued a neighbor who was playing his electric guitar at all hours. He must have had a large amp because the sound vibrated throughout the entire building and spread theough the courtyard.

The court ruled that he was entitled to "enjoy his apartment" within reasonale hours.. such as 8 or 9am till 10pm or midnight. I'd imagine what's considered reasonable could vary from one judge to another.

Any idea as to whether tenants have the right to 'enjoy' a public hallway?

Fighting noise is a very hard proposition.
Try calling the Mayor's quality of life
Hotline. The laws must be changed.

I think the person (or building) making noises
is more protected than the victims who have
to suffer. Sorry to complain so much.
